    A Nation Where Witches Make the Law

    Off the southern coast of Mystaria, scattered across the warm seas like a deliberate spell, lie the thirteen islands of the Tarorangan Archipelago, known to the rest of the continent simply as the Witching Isles.

    It is one of the few sovereign nations in Mystaria that is governed primarily by magick-practitioners. It is also the only one where that governance has functioned, more or less peacefully, for nearly five centuries.

    The Witching Isles unified under the Sisterhood of the Secret Flame around c. 420 BFE, ending an era of feuding mage-lords and founding the Great Taroranga Library, one of the largest collections of magickal and historical texts in the known world. Since then, the Isles have been a sanctuary for witches, alchemists, spirit-mediums, herbalists, philosophers, and anyone else whose abilities or interests would make them suspect in less tolerant kingdoms.

    The Isles do not export their politics. They do not invade. They are simply, and pointedly, left alone.

    A Land of Sisterhood and Seasonal Festivals

    The atmosphere of the Witching Isles is woven through with magic, folklore, and sisterhood. Each island has its own character, some are scholarly, some artistic, some agricultural, some openly mystical, but they share an animated tolerance for the eccentric and arcane that visitors find either liberating or deeply unsettling.

    Hag covens, spirit mediums, alchemical brewers, and scholars coexist in the same villages. Seasonal festivals mark the turning of the year, the most famous being the Aurora Convergence, during which the Sisterhood and the Idaliahian Guard ward the Tarorangan ley-lines in a public ceremony that doubles as a citywide celebration.

    Witch-marked or spirit-gifted children sometimes wander into restricted forbidden areas of the Isles and emerge with new powers or wisdom. This is rare. The Sisterhood treats every such case as both a blessing and a warning.

    The Sisterhood of the Secret Flame

    The Sisterhood of the Secret Flame is the legislative, executive, and spiritual authority of the Isles all at once. Its council is composed of the archipelago's most accomplished mages, philosopher-queens, herbalists, and ritual leaders. The council is led by a First Minister and supported by high-ranking Elders, each an expert in a different magical or scholarly discipline.

    Seats are awarded for merit, not heredity, and candidates are nominated by their local communities and confirmed by majority vote of the existing council.

    The Sisterhood's guiding philosophy is simple: magick is fire. Carefully tended, it sustains life and community. Misused, it destroys. Every member is trained in both practical and arcane arts: medicine, weatherlore, divination, law, and the history of the islands, so that no Sister becomes a specialist disconnected from the broader stewardship of the realm.

    They prefer consensus-building, diplomacy, and magical judgment over force. They have used force only rarely. When they have, the results have been remembered.

    The Idaliahian Guard

    While the Sisterhood governs, the Idaliahian Guard protects. Trained in a walled tower on the largest island, the Guard is the Isles' standing martial force, sworn to defend the archipelago's independence and its magickal infrastructure. They are not the largest army in Mystaria. They do not need to be.

    For decades, the Lavinian kingdom has attempted to infiltrate the Witching Isles, sending Lavinian agents under merchant cover, naval intelligence officers, and other operatives. The Idaliahian Guard has uncovered every attempt. Each side recounts these encounters as proof of their own superiority. Both sides are partly right.
