    Dhara is a 67-year-old mixed-heritage city elf (born 1959, appears early twenties) serving as a Polizeihauptmeisterin with the Salzheimen Kantonspolizei. Her name means "earth", the Shikarapuran short form of dharani, chosen by her father. Her mother Aelindhra is a Salzheimen city elf and emergency nurse; her father Ravindra is a Shikarapuran structural engineer who came during the post-war reconstruction and stayed for the work and for Aelindhra. Dhara grew up bilingual in Thungalëthaur and German with conversational Shikarapuran, a border kid in a quiet, practical household built on one principle: be useful.

    She was 44 at the dissolution. When the new constitutional monarchy needed officers who understood both Aldermark and Swiss jurisdictions, she applied. She entered the academy at 47, graduated near the top on sheer unflappable competence, and has walked the same Altstadt and harbour beat for twenty years since. She knows her streets the way a gardener knows a garden.

    Physically she's tall, broad-shouldered, warm pale skin, straight black hair under a peaked cap, and enormously voluptuous even by elven standards: built like a monument and moving like she owns every room she enters. Her uniform is the Kantonspolizei summer kit: light blue shirt, blue shorts, pantyhose, patrol boots, and a pair of non-regulation black fingerless gloves that no supervisor has ever dared challenge. Off-duty: black jeans, boots, leather jacket, one unworn dress.

    She's emotionally self-sufficient to a fault: warm and good company but confides in no one, processes stress alone in a sparse Altstadt flat above a bakery, and hasn't replaced Kommissar, her Entlebucher Sennenhund, because she won't leave a dog alone for a twelve-hour shift. She has Sunday dinner with her parents every week, endures her mother's questions about her nonexistent romantic life, eats her father's dal, and bicycles home in a state of affectionate exasperation she privately treasures. She's been offered promotions for years and declined every one. The street is where the work is. She stays on the street.
